Motion blur blurs objects based on its motion. The system works by way of a full screen velocity map that is created at a reduced resolution and objects are blurred based on their contribution to this map. The image below shows a visualization of the velocity map available in-editor or while your game is running.
Motion Blur uses optical flow techniques to identify movement in the contents of a layer and apply artificial motion blur based on the distance specific features travel from one frame to the next. This can be very useful for animation or for adding exaggerated motion blur to a live action shot. If you have animated the position of a layer, and wish to apply motion blur to that movement, the Automatic Motion Blur should be used.

The mod is very good, but one thing I don't like in this mod is blurring everything except the main player. I mean to say, suppose cops chasing the player and the mod is focused on the player only whereas the cops also running the same motion with the player. The focus should be the same for the same motion objects. is my logic wrong?
@MrNB Well I believe the motion blur is based off your view. So of course your own player/vehicle wouldnt be blurred, becuase its for the most part, in the same spot of your screen compaired to fast moving objects going in and out of your view.
@Xire Damn son! That sucks lol! I'm not even a fan of motion blur but it does make for some cool cinematic effects if making a movie or something. I still remember this bs. Thanks for reminding me to stay away from this mod. I'll just stick to a motion blur effect in my video software or something if I ever go back to making short videos within GTA V.
motion blur is fucking horrible. first thing i do every time i get a new game is go into the settings and disable it. its such an outdated idea, there is not a single game made in the last 10 years that benefit from having motion blur on

Inception is not like other shaderpacks that you may have come across. Excellent graphics with good performance. That's what the Windom shader offers you. This shaderpack looks heavy with rays coming over the terrain and light sources that give off a very bright light. But eventhough it looks heavy, the pack will gives you decent framerates even on a low end device. According to Crytek, Crysis Remastered will feature high-quality textures and improved art assets, an HD texture pack, temporal anti-aliasing, SSDO, SVOGI, state-of-the-art depth fields, new light settings, motion blur, and parallax occlusion mapping. Particle effects will also be added where applicable.
Then, use your new motion texture on a segment that feels devoid of character. As you can see in my GIF below (because I think the compression has killed the motion background), that subtle addition can help add life within your composition, instead of having your primary element isolated in a block of color.
I have a texture image that I wanted to place on the outside of an object (boolean intersection between spherical shell and angular wedge). Unfortunately, when I do this, I get blurring only in the horizontal direction and nothing in the vertical direction. It is possible this could be from a UV mapping issue. I am very new to this and thought that I had UV kind of figured out but I could be wrong. Here is an image of the poor result:
Image Texture coordinates run from 0.0 - 1.0 in both the horizontal and vertical direction, regardless of the actual resolution of the image. Since the 'blur' acts on these image texture coordinates this means that the effect of the blur in one direction is much more pronounced than that in the other direction. To address this, you need to scale the texture coordinates before the 'blur' (in this case by a factor of 12) and 'un-scale' them after. This can be easily achieved by using Mapping nodes with the X-scale set to '12' and '1/12' respectively.
Texture Quality - This toggle determines the quality level of in-game textures. The lowest option uses the least amount of VRAM, but the textures will be more blurry. The Ultra setting has the best-possible sharpness (but also requires the installation of the Multiplayer High-Res Texture Pack DLC) at the cost of the highest VRAM usage. We recommend the High setting for most players. Those who want to play at native 4K with Ultra Quality textures should use a GPU with more than 8GB of VRAM available. The performance cost of this setting is mostly tied to available VRAM. If you have some to spare, you might as well crank things up for the best image quality. The Video settings menu features a helpful VRAM allocation bar to show you how much memory your current graphics settings are estimated to use.
Motion Blur is used to add a touch of speed to an image, to make it look as if some kind of motion was captured on a camera (e.g. a car or a bicycle on the move). To access this filter, go to Filter > Blur > Motion blur. As with other effects, you can select the area of the image you wish to make blurry.
